12.  Other Comments

[1]
EOUA clothing and appearance guidelines should be followed.
[2]
Umpire is cordial and professional from the moment he is visible to the spectators.
[3]
Business-like in dispatching his duties.  Focused on the game not the participants or fans.
[4]
Maintains decorum. (There is not "stand-here, like-this" policy for the EOUA.)
[5]
By-the-book uses of signals and mechanics.  Does not call on the run.
[6]
Maintains composure and handles situation with professional approach.
[7]
It is preferred that the base umpire not use an indicator.  (He should be carrying a stopwatch however.)
[8]
Is the umpire following the complete play before making the call?
[9]
Is the umpire aware of the runner(s) during the play?  Is the umpire aware of his partner?
[10]
Is the umpire maintaining an awareness of the ball's position at all times?
[11]
Is the umpire using "SAFE" and "He's OUT!" as opposed to other phrases?
[12]
Are the voice and the mechanic appropriate for the closeness of the play?
[13]
"Yes, he went!" or "No, he didn't go!"
[14]
Clear safe or out indication given at the same time as the voice.
[15]
Judged in terms of the fielder and the base.
[16]
"Hands-On-Knees" is the preferred stance.
